California Air Resources Board (CARB) 2024 Compliance Regulations

The California Air Resources Board (CARB) is dedicated to protecting the public from harmful effects of air pollution and climate change. In their efforts to do so, they are implementing new regulations that will significantly impact truckers who operate within California state lines.

CARB has announced that, no later than January 1, 2024, all truckers operating in California will need proof of compliance with CARB regulations to continue operating within the state.

What Are CARB Regulations?

To comply with CARB Regulations, truckers must enroll in the Clean Truck Check database.

The Clean Truck Check database, formerly known as the Heavy-Duty Inspection and Maintenance Program, ensures that all heavy-duty vehicles operating within California state lines are well-maintained and repaired in a timely manner to reduce emission pollution.

To ensure successful adoption of this new regulation, CARB is currently implementing the Clean Truck Check Database in three main phases.

The Implementation of the Clean Truck Check Database

  1. Phase 1
    The first phase began January 1, 2023, and deployed Remote Emissions Monitoring Devices (REMD). REMD are used to monitor the exhaust emission of heavy-duty vehicles and flag potential toxic levels. When a vehicle is flagged, the REMD will send a notice to the trucker, who will have 30 days to complete the repairs. Failure to do so will result in DMV registrations holds or noncompliance by removal from the Clean Truck Check database.

  2. Phase 2
    This is the current phase that is being deployed. This phase requires all truckers who are eligible for the Clean Truck Check database to enter into the system and pay their annual compliance fee of $30 by December 31, 2023. By January 1, 2024, all truckers operating in California must be able to show compliance to CARB regulations through enrollment of the Clean Truck Check database.

  3. Phase 3
    This is the final phase of the implementation and requires all heavy-duty vehicle owners to conduct frequent testing on their trucks. Testing will become required shortly after 2024 and will go into effect no later than July 1, 2024, with some testing eligible to be submitted as early as April 2024.

Within the first year of testing, all the heavy-duty vehicle owners are required to test their vehicles twice a year. Compliance testing deadlines for vehicles that are registered within the state of California are linked to the DMV registration expiration/renewal date. On the other hand, compliance testing deadlines for vehicles that are registered outside the state of California are based on the last number of a vehicle’s VIN.

All passed test results may be submitted up to 90 days prior to the compliance deadline. It is crucial to complete all testing in a timely manner to avoid fines and DMV registration holds.
